For many residents on central transit lines, a car is an unnecessary expense. Between garage fees ($300–$600/mo), parking enforcement, and persistent window break-ins ("bippin"), car ownership costs add up fast. If you do need a vehicle, California has strict DMV deadlines that start the day you arrive.

DMV Deadlines

California imposes strict deadlines once you establish residency. SF DMV offices: 1377 Fell St (Panhandle) and 1370 Harrison St (SoMa). Book an appointment online.

Strict 10-Day DMV Residency Mandate

Under CA Vehicle Code § 12505, you must obtain a California Driver's License within 10 days of establishing residency (e.g., accepting employment, leasing an apartment, registering to vote, or enrolling children in school). Book your DMV appointment at the SF DMV (1377 Fell St) immediately upon landing.

The 20-Day Vehicle Registration Rule

If you bring an out-of-state or foreign vehicle into California, you must register it within 20 days of establishing residency. Late registration penalties can double your fee.

Smog Check Requirements

Before registering any gasoline vehicle (model year 1976+) or diesel vehicle (model year 1998+) from out of state, you must pass a California Smog Check at a licensed STAR Smog Station ($50–$80). EVs are exempt.

REAL ID Driver's License Application

As of May 2025, a standard driver's license is no longer accepted for boarding domestic commercial flights within the US; you must obtain a REAL ID compliant license (marked with a gold bear and star in the top right corner).

Document Checklist for DMV Visit

Bring original documents (no photocopies) to your appointment:

  1. Identity & Lawful Status: Valid US Passport, Permanent Resident Card, or Foreign Passport with unexpired US Visa and Form I-94.
  2. Social Security Proof: Social Security Card, W-2 form, or pay stub displaying your full SSN.

Residential Parking Permits (RPP)

SFMTA enforces Residential Permit Parking (RPP) zones across 30+ neighborhoods. Apply online at sfmta.com/RPP or in person at 11 South Van Ness Ave.

RPP Rules and Fees

  • Unpermitted Limit: Vehicles without a valid neighborhood RPP decal are restricted to a 2-hour maximum parking limit on weekdays between 8:00 AM and 6:00 PM in designated zones.
  • Annual Permit Cost: $180 – $200 / year per vehicle (renews annually).
  • Proof Required: You need:
    • Current California vehicle registration showing your vehicle is registered to your exact SF street address.
    • California Driver's License displaying your SF address.
    • Proof of residency (utility bill or lease).

Street Sweeping & Parking Enforcement

SFMTA runs aggressive parking enforcement. Missing a street sweeping window means an automatic $90–$106 ticket.

Street Sweeping Schedules

Streets are swept on fixed schedules (e.g., "1st and 3rd Tuesday of the month, 8:00 AM to 10:00 AM"). Signs are posted on metal poles along every block. You cannot park on the designated side of the street during the posted hours, even if the street sweeper vehicle has already passed through.

Curb Your Wheels on Hills

When parking on any grade over 3% (which applies to most streets in SF), California law requires turning your front wheels properly:

  • Facing Downhill: Turn front wheels INTO the curb (toward the sidewalk).
  • Facing Uphill: Turn front wheels AWAY from the curb (toward the street) and let the car roll back so the tire rests gently against the curb.
  • Uphill / Downhill without a Curb: Turn wheels into the street edge. Set your emergency parking brake before leaving the vehicle. SFMTA actively tickets uncurbed vehicles ($70+ ticket).

Preventing Car "Bippin" (Break-ins)

"Bippin" is local slang for auto glass break-ins, where thieves smash side quarter-glass windows using spring-loaded center punches to inspect or empty vehicle interiors. It occurs in under 10 seconds, particularly near tourist hotspots, parks, and unmonitored street parking.

The "Zero Belongings" Protocol

To minimize break-in risk:

  • Leave NOTHING Visible: Do not leave jackets, empty backpacks, charging cables, loose coins, sunglasses, or suction cup phone mounts visible inside the cabin.
  • Fold Down Rear Seats: In hatchbacks and SUVs, fold down rear seats so passing thieves can clearly see into an empty trunk cavity.
  • Avoid Stashing Items in Trunks After Parking: Thieves watch parking strips in areas like Alamo Square and Fisherman's Wharf. Putting laptops or bags into your trunk after parking alerts observers to break into the trunk immediately after you walk away.
  • Window Replacement Costs: Tempered side window replacement costs $250 – $500 out-of-pocket per window. Select an auto insurance policy with a low comprehensive glass deductible.
